Professor at the Faculty of Law of the Universidade Católica Portuguesa, where he completed his degree (2002), his master's degree (2010) and his doctorate (2014). He was Director of the Católica Global School of Law. He is president of the Board of Directors and the Executive Committee of the Francisco Manuel dos Santos Foundation. He conducted research as a Fulbright Visiting Scholar at Georgetown University Law School. He works especially in the areas of Regulatory, Administrative, Constitutional and International Law. He was a guest professor at Washington University in St. Louis. He was Advisor for Legal and Constitutional Affairs at the Civil House of the President of the Republic between 2008 and 2014 and has been a consultant at the same Civil House since 2014. He was Director of the Migration Observatory. He was Deputy Secretary of State for Administrative Modernization of the XX Constitutional Government. He is a lawyer, registered with the Portuguese Bar Association since 2005, and a legal consultant, especially in the areas of Public Law.
