Lawyer, partner at Pérez-Llorca. With more than 20 years of experience, he specialized in public policies, regulation, public procurement and administrative litigation, with extensive experience in public contracts (both in pre-contractual phases and in the execution of public contracts on behalf of public entities and private companies). Extensive experience in contracting in the healthcare sector, he is the author of articles and a guest speaker on matters of value-based public procurement in the healthcare sector. He was Secretary of State for Tourism in the 19th and 20th Constitutional Governments of Portugal. During his mandate, he led the reformulation of a significant set of public policies: i) travel agencies, ii) hotels, iii) local accommodation, v) tourist entertainment, vi) online gaming, vii) marketing strategy for Portugal as a destination tourism (digital marketing, big data, business intelligence, among others). He is currently an independent non-executive Director and Vice-Chairman of the Board of Directors of Galp Energia, member of the arbitration panel of the Center for Administrative Arbitration (CAAD) and President of the Business Club of the World Trade Center Lisbon for smart cities. He teaches Public Management in the Master’s in International Development and Public Policies at NOVA SBE (ranked by the Financial Times as the 15th best in the International Master’s in Management, 11th in Finance and the 24th Business School in Europe). He also teaches Law and Public Policies in the Masters in Public Law and Regulation at NOVA School of Law. He is a regular speaker at academic and civil society conferences on public policy, business development, regulation, and public law.
